Radiator/front fender bracket mounting problem

I have installed the radiator and it's mounting bracket. I tried installing the front fender brackets and the divers side fits ok, but the passneger is another story.

The support bracket hits the shock mount. If I move it so it dosen't hit it, then it won't line up with the bolt hole.

I am begining to wonder if I set my self up for alot of this to come. Is there a big diffenrence between a 48 FFPW frame and what I THINK is a 46 frame?? Since my original frame was no good, i got a donor frame and I'm not exactly sure what year it is.

I have noticed some differences already. Like the front mounting for the rear leaf springs is different. There is a rivet on the rear motor mount that won't allow the rear of the motor to sit flat on it.

I was wondering about shimming up the radiator mount to lift it, but then will that throw off the fender alignment?
