The clutch engagement lever is often missing. It is held to the case by two small bolts that seem to shear off when someone forces the handle. You will find the pieces of the bolts still on the case on a flat that faces the cable spool. I have been able to remove these bolts on several winches with out any issues. The threaded holes go through the casing and the gear oil splashing against the inner side of these holes keeps enough lub there that the bolts do not seize.
