You may also have some water in the gas tank. If that gets into the filters it will not let the gas through as well. That is what you may be seeing at full speed when fuel demand is high. You can also put in a gas drier. Cost a couple of bucks to do and is at every auto parts store.

Change the gas filters again. Also look at your timing and the distrib to make sure that it is set correctly and you have no arc/shorts.

Also put a vaccum gauge on it and watch what happens. Make sure the needle is steady at both idle and and high rpms. Also make sure that the vaccum is within specs at both high and low rpm. A vaccum gauge is a very inexpensive tool but it can tell you a lot. Most will come with instructions on use and dianostics.

Also check your fuel pressure. most vaccume gauges do both. If you are not putting out enough pressure you will have problems at higher fuel demand scenarios. You said your pump is new but it may be bad like the Dodge Boys had only it is too low of a pressure unlike theirs.

I have have not cleaned the inside of the gas tank on my carryall or PW and they are originial. Never had a problem and the carryall sat for 8 years unused. I did pour the old gas out of the carryall and used it in my lawn mower.
