the rings are probably stuck in the pistons form sitting too long. cold with no oil in the cylinders you shoudl still have 80 plus psi. a fresh enigne would have anywhere from 100 to 125 depending on the year. you could try soaking them with chemicals, or just pull the pan and pull teh pistons clean them up, hone the cylinders and put in new rings. Rings and gaskets are cheap. And, if you hone before you buy the parts you will be able to see how far out the cylinders are, i.e. cylinder wall ridge and gouges and waves will all become visible right away with a hone. if too far gone replace or properly rebuild the engine.
