Two reason why the PW rides rougher than your M37.
1) The spring deflection rate on the M37 is more giving you a softer spring/ride. The M37 was not designed for the weight capacity that the PW so it is sprung differently
2) The M37 has the front springs fixed end at the front of the spring. The PW has it at the back end. This puts the shackle on the PW at the front of the spring. This does not, by design, give you as good of spring deflection on compression so you tend to feel a lot more of the bumps.

As for the steering, I suspect that it may be do to the fact that the M37 drag link from the steering box gos to a pivot/bell crank further forward on the frame then another drag link goes from there to the steering arm on the axle. I wonder if there is a mechanical advantage that is gained in the bell crank which makes it easier to steer. I can not see the worm gear being much different or the pitman arm being much different in length which could provide some mechanical advantage in the M37.
