Starter overhaul question

I found a 24 volt pedal type starter for my ambulance, but it had sat out in the weather a long time and was frozen up. I took it completely apart, unstuck everything, put all new O-rings in it, got a new drive for it, and have been trying all evening to put it back together. The problem is I can't figure out how to get the back cover with the brushes onto the commutator end of the rotor. I know this is a problem with all generators, alternators, starters, etc, but usually there's a way to hold them back out of the way while you stick the commutator in between them. On this, there's no such luck. It would be easy if I could just slide the rotor back through the stator coil and out the back end of the starter a couple inches. Unfortunately, the rotor hangs up on the back ends of the coils. Not by much, but enough to interfere. I don't dare try to bend them out of the way or the 50 year old varnish and cambric will break and my starter will be junk. Clearly it was assembled without pushing the rotor out the back end. Also, clearly, there's no way they could have put the brushes in place against the commutator, assembled the whole thing, and then soldered the wires on. I should have never taken the rotor out of the back end of its housing, but I wanted to oil the felt in the bearing back there. The only thing I can think is they assembled the rotor, back cap and brushes, and stator coils as one unit, and then slid them in from the back end of the housing. The trouble with that is there's then no way to feed the wire out to the terminal.

Any ideas on this would really help, especially from someone who's done it. For what it's worth, this is an autolite pedal-actuated starter. It's sealed up with O-rings because it's military but I bet other than that it's put together just like the 6 volt civilian ones.
