WM300 Front Spring Arch Question

I'm getting ready to rebuild the front springs of my WM300. I have two questions:

1) Right now I have about 3 1/4" of clearance between the top of the robber spring stop (directly above the axle) and the steel pad on the bottom of the frame. What should this distance be with fresh springs? Jacking the front up it looks better at 4 - 4 1/4".

2) I'm seriously considering replacing the current 251 engine with a Cummins 4BTA. Anyone know what the weight difference is?

The spring shop says they have all the specs for the WM300 springs, and they have an excellent reputation. Is there anything I should know going into this project? I expect I'll go with OEM specs, unless someone has compelling reasons to do otherwise.
