The differential oil is not high enough in the
case to enter the axle tubes. Since most truck do not
operate on a side incline sufficent to deplete the
oil in the differential area the "normal" truck
does not need a seal to prevent the diff oil
from entering the hubs. If you overfill the diff
the oil can flow out to the hubs and thin the grease
causing the hubs to run hot.
The bearings on semi-floating units are pre-packed and
sealed at the factory. A full-floating unit is for
carrying heavier loads where more bearing surface area
is needed.
