Check to make sure the rods are attached. I think there is a little plastic clip that holds them on. Is it the inner, outer or both handles that aren't working? I think the outer handle has a button that pushes a flat lever that in turn pulls a rod up. I've seen the rod fall off the handle and it won't work.
