Sorry Adam,, David makes sence. That mag article realy says the same thing. I just don`t know where they are going with "restriction"(the needle valve causes restriction),,,,, if the pump has volume & lines large enough to fill the carb(s) very little pressure is needed,, if it is a HUGE gas guzzler (just like the garden hose) the pressure will drop,,, like David explained
