The flooding after shut down is the last stroke of the pump.
I believe he said he has tried two carbs, and both do it.
Plus he doesn't have the flooding if he shuts off the gas supply.
So unless he is really dim, and setting the float drop to fall out of the carb (on both carbs), then it is a fuel overpressure problem. I think.
