... if you spray some carb cleaner directly down the carb throat, you will find out quickly. Spray and try to start. If it catches and runs for a bit, then you have a fuel problem, otherwise most likely spark.
I have found that problems do not always have just one cause. Trouble can come in bunches. Everything has to be working for an engine to run, so there may be more than one fatal problem.
