That's the heat riser valve, NOT your poblem.

The heat riser diverts hot exhaust gasses to the bottom of the intake manifold, and would boil up that pool of wet gas you see. But not until the truck starts.

You've got gas, now I would suspect no spark.

Try unplugging the center big wire from the distributor, and hold close to some grounded iron- the head maybe, while cranking. You ought to get a blue spark about 1/4" long.
