That means somebody is only buying two of them. I'd be curious to know where one puts two lockers on a 6x6. Both in the rear? One in the front and one in only one of the rear axles? It seems to me on a 6x6, you'd either do all 3 axles or none at all. The front would be harder to install than both of the rears together, but without it you'd give up a lot of traction, including the ability to turn while climbing out of a mud hole or up a snowy road.
