The individual seller is the retailer. So anywhere the seller has a location they have to charge sales tax, at least that is how I understand the rules.
I am waiting for Internet retailers to be forced to charge at the very least their local sales tax to everyone.... Just think of the boon to Montana's Economy! (no sales tax in MT)
