Some states are weird, from what I have been told Texas for example requires sales tax be charged on the whole total, including shipping.

There is a lot of talk currently about making online retailers charge sales tax, but I do not know how that would be set up for people who sell on E-bay, etc.

I have never been charged sales tax on any of my purchases from outside the state on E-bay, but I tend to buy from small sellers.

Maybe David bought something from a larger company that has a branch in ID? If so they may have to charge sales tax depending on the local rules.

Another option is the seller is confused, and does not understand where they are supposed to charge sales tax.

Only after that sort of thing is checked into would I say the seller is just trying to collect more money. It seems like a risky way to get 5-8%, there are pretty serious penalties for collecting sales tax and not turning it over to the government.

Check with the seller and find out what is going on, your first line of defense is good information, maybe they have a good reason. If not ask them to redo your invoice, you pay sales tax for items purchased out of state on your yearly taxes, not to someone in CA at the time of purchase.
