Well, somehow it's building up pressure and not letting it out. You could adjust the push-rod to an extreme degree of sloppiness just to make sure it's coming all the way back. If you didn't rebuild the cylinder yourself or you're not 110% certain that you did it right, you could take it apart and check again. There's a fair stack of stuff that goes behind the piston and if something's missing it might not be coming back far enough. You could get the pressure built up and then try pushing a #72 tip cleaner through the relief port to make sure it's open when it needs to be open. I know you checked it and you're sure it's open but there have been lots of times when I've troubleshot something and it turned out the thing that I was 100% absolutely sure was right ended up being wrong. I've heard stories of deterioriating lining inside rubber brake hoses coming loose and acting like a check valve. If only one wheel is binding up, something like that could be your problem.
