I've described this several times before, so will keep it brief this time, but the most frequent problem is a poor connection between the pivoting float arm, which has the wiper (springy part that rubs on the resistance wire) on it, and the bracket that the arm pivots in. The sender only works if this ground connection is good, and on old units, it usually isn't. This is a design flaw, but probably didn't start showing up until the trucks were getting old. You can clean it up and it might work for a while, but the best is to solder a coiled-up piece of small flexible wire between the arm and the frame. The picture shows how one fellow did it.
