Did you replace the hoses? How long has it been since the brakes worked? Reason I ask is that if your brakes have not been used for a while and you are just getting them back up, and you have not replaced the hoses, your issue is probably the hoses. New brake fluid in old hoses makes them swell inside and act as a one way check valve. Pedal will get hard and the brakes stay on. Worth looking at.
