You could try Les Schwab. Here in California, you can give them the assembled wheel, and they will disassemble it, sand blast it, powder coat it and reassemble for cheap. Actually they will send it to their main plant to do.

Otherwise you can go to a truck shop where they have a cage. They are used to doing them all the time.

If you do it yourself, the danger with them and the reason you use a chain wrapped around it is so while airing up the ring can dislodge and decapitate you if your leaning over it. Hence the chain and the long lead to air it up. If you do it, be careful, assume the ring will pop and it never will.

If you want new rims, you should look at Stockton wheel. I haven't purchased their products but I have sure read here where people like them if they want new equipment. http://www.stocktonwheel.com/4wd_offroad.htm
