They are electric activated, hydraulic brakes George, as opposed to surge brakes that will not let you back up a hill.
On a tamdem axle trailer, modern brakes will most definitely lock up. Haven't seen surge brakes out here in many moons.
All travel trailers and auto haulers have electric activated brakes these days....
