Strange rear axle

On the '68 WM300 I found the right rear axel "attached" with 7/16 bolts and one 7/16 stud. And three of them were broken off in the hub. There were three thick gaskets between the head of the axle and the hub. My data says they should be 3/8. I don't know how long the actual axle is supposed to be. So I think someone used what they had to keep it on the job. Opinions? Recommended fixes?
