gas gauge not working

Hi, the gas gauge on my '48 B1PW never moves off E. There are two wires to the tank sending unit. Both show 12v at their connection to the sending unit, and neither changes as the float is moved up and down. Would this mean I need a new sending unit, or is it wired wrong? Thanks
