fuel bleed back issue with my other dodge

it seems i have a fuel bleed back problem with my 98 dodge with the cummins 12 valve.
it makes for a difficult start now and then.
the interesting part is it only occurs when I park with the front end elevated???
any ideas out there.
Mr cummins in a Pw (Paul in NY), what do you think?
