As for the hole, my instinctive response to any threaded plug in any piece of cast iron is to fill it up to the plug level with gear oil, no matter what it is. Just like every zerk gets greased until grease comes out somewhere, every cast iron housing gets filled with oil until the oil comes out of the highest plug hole on it. In this case, maybe it's hydraulic oil. If the threads in the hole are tapered, it's surely supposed to have a plug in there. Same thing if they're straight threads and there's a machined flat around the hole. If they're straight threads and there's no flat around the hole, I have no idea what it could be for. Normally you fill a jack up to the fill hole with the jack all the way down. If it's a real old jack, 10W motor oil might be correct, otherwise I'd just try whatever light hydraulic oil I had sitting around and see how it works. Maybe it needs seals, or maybe the oil just leaked out from the missing plug.
