If you have no ground at the tail lights, the eletricity has to find and alternate path to ground. When you put on the brake lights the juice flows into the brake filament, to the brass body of the bulb, back through the tail light filaments, to all those extra bulbs, and finally through them to their grounds.

You may want to run a ground from within the tail light assembly to the frame. And/or clean up aall the old metal and add some star washers tot he tail light mounting bolts. But then, is the bed well grounded too?
