I never found even primer under my color coat. Nothing between the lap welds either.

But some zinc in the acid bath will leave a kind of Parkerization to protect the surface. I think the metals in the pigments of the old paint may supply something. Remember lead? Or Zinc oxides? Or, lately, Titanium? Blues and greens used copperoxides.

Perhaps reversing the polarity in an electrolyzing stripper would plate on a layer of Cuprozincanium?

A good job would be to spray on some kind of preservative that would creep between the layers.
