Doug those backhoes sit atop railcars and unload what ever they are carrying in the cars. It could be railroad ties or spikes or anchors.They can get up and down off the cars on their own and slide between cars as they empty a car they slide forward to the next railcar and keep on working.

Sometimes they pull the cars with a locomotive and sometimes they pull a few railcars with a Semi Truck with high rail wheels on it.
