Not an invalid observation at all.

Additionally, some search engines do not implement the use of quotations or parentheses and also use plus + and minus - instead of the traditional Boolean (AND,NOT).

Many search engines now provide a "forms based" type of search (usually labled - advanced search) that lets you enter a list of words or phrases and then select the type of rules to apply (all of the words, none of the words, exact phrase) as well as let you limit the search to certain domain suffixs (.com, .gov)

My favorite search engine is FastSearch. It has a very comprehensive search capability that implements all of above capabilities.
