I had a problem getting my wheel off on my 46 PW.
The previous owner had apparently tried to get the
wheel off with a puller and had broken off some of the black plastic
or rubber. I ended up using a punch and hammer on the bottom
to drive the wheel off.
The wheel has a solid steel hub located about 3/8" to 1/2 " up
from the bottom of the wheel. There is also a small thin piece of steel tubing that
runs from this hub to the bottom of the wheel.
Using the punch destroyed the bottom section of the wheel but I plan on repairing
it using body putty. (See info on restoring steering wheel in Dodge History and
Restoration Guide.
If you can't pull your wheel off I would
recommend taking a hack saw or grinding wheel
and cutting the bottom part of the wheel off to
reveal the hub.
Maybe just cut open 2 spots 180 degrees apart.
Then drive the wheel off.
Note I recommend this approach only if wheel won't budge with a puller.
