M37 Winch Drum Won't Turn

The drum on my M37 winch won't turn when the PTO input shaft is turned. I've tried the clutch lever (homemade - the original evidently was broken) in both positions to no effect. The drum turns with little effort.

Any suggestions on where to start troubleshooting? The M37 manuals are big on rebuilding the winch, but not on troubleshooting it.

BTW, if anyone has the clutch lever and the base with the two holes in it, I may be interested in buying them.
