Heat might do the trick, if you add one important ingredient...candle wax! Give it a try! Use a torch to heat up the shft end, then add a small amount of candle wax and let it melt in. It should flow right down inside better then penetrating oil. Let it cool, the wax expands and cracks the rust, presto-it's off!
I learned this trick trying to get spark plugs out of an aluminum head, and oddly enough, it works!
