The purpose of the cut-out relay is to shut off the generator when the speed gets so low that the field will need more current than the gen makes at that low of a speed. I'd guess the cut-out is set right at the idle speed. Try adjusting the idle a bit first. If that helps, adjusting the cut out relay spring tension may allow you to re-set the idle speed?
