People screw these things up all the time trying to work on them, they are somewhat complex carbs and do demand care and attention to detail. I would take it apart and see what was done to it - perhaps a bent primary metering rod, or buggered up primary jet or piston would top my list. Also check linkage, did something get bent? Secondaries closing all the way? Secondary rod hanger properly attached? Passages and vents clear?

Do you have any reason to suspect that the metering rods/jets were changed? That would not usually be part of an overhaul unless something was wrong with them. You don't want to start randomly changing these - there are a hell of a lot of possible combinations - suggest that you get a dealer to check the stock configuration for your particular application, and then check that this is what you have installed.

The answer is out there, and I suspect that fixing your carb properly is probably a better/cheaper/faster idea than undertaking a TBI conversion project.
