I did it and it worked well. I got a good idea on how from watching a demo at the Iowa Rally a few years ago.
The secret I think, is to get an air hammer, and then take one of the chisel bits, and cut the chisel bit end off of the tool shaft, flush. THen you drill it out on the end a little so it will have a concave surface. THis creates your rivet setter tool. I then built a jig to hold the fender in a somewhat vertical position so that the part needing riveting will be flat against a steel work table. Then I used a torch to heat the rivet and "applied" the air hammer tool to it. It mushroomed it out very nicely, looks factory.
