If it doesn't need to be cotton and OD, places that make sails and boat covers would have some of the toughest "canvas" you can get. I'm sure it's expensive like all boat stuff is, but it wouldn't take much for a seat cover. Maybe they'd even have some remnants cheap. If you're near any kind of port, look for "sail makers" in the phone book or ask at a marine supply shop. Then the hard part will be working with it. You'll need an industrial sewing machine.
