Grain brewing(beer, whiskey, vodka, etc) is starting off with mostly starches that need to be degraded into sugars for the yeast to eat. This is done by enzymes that do their thing in the mash(cracked grains and water mixture) at 145-155 deg F. So heat is a part of grain brewing but is much less than what's required if distilling later on.

If starting off with sugar water(like from fruit juice) this process isn't necessary. I imagine jailhouse brewers are creating their juice via sugar water and either yeast in the air or pilfered baker's yeast, no external heat necessary.
