Paul,
The NAPA I go to does valve jobs so they have it there. All it is a dust you sprinkle over the head while an electrical charge is applied to the head. I don't know the exact makeup of the powder but all larger shops should have it.
It SHOULD be done before head is rebuilt but some must be skipping it or don't want to junk a bad core. Sad.
