1942 WC-25 question

There's a 1942 Dodge Command Car on Ebay. I've got an MVPA National Champion 1941 so I know a little about the '41s. This 1942 is a transitional vehicle in that it has a more military dash than the pure civilian one on my WC-6, but LOOK AT the SPEEDO! I don't believe it can be original, stock 1942 issue with it calibrated in kilometers! Also, the legend on the dial is a little blurred but what language is that? Anybody got any ideas on the gauges? Postwar Nato?, surplus installation? It's a nice CC but I don't think it's worth the moeny asked, not without an original dash. The reflectors don't look right either. Mine are Doo-ray marbles and the blackout lights are blue-louvers - I don't know when they were phased out, but they were gone by the time the 3/4-ton series was introduced. Anybody up on trivia?
