I don't know about whether the heads and cams limit the RPM of a 230, but I think the real limitation is that they can easily throw a rod even in a stock engine. That being the case, anything you do to soup it up in terms of RPM is just going to make it throw a rod sooner. You can increase power at moderate RPMs, but I wouldn't try to do anything to speed it up. That's why God invented V8s.
