Well the most likely thing is a telephone truck, as the rear springs are not heavy enough for one of the maintenance trucks, but there is something else to rule out.

If it has no holes for the chassis mount spare wheel on the right, it COULD be a Command Car or Radio that has had a hard cab dropped on. Your best method of checking is to get the chassis PART NUMBER from the chassis, usually on the side of the right chassis rail midway between the front and rear springs, 1" below top edge of rail, 3/8" stamping. The format and size of the chassis part number stamping is just like the chassis serial number stamping but usually neater.

The chassis part number should tell you if it was Pickup, Command, Telephone, or Maintenance as originally built (not long enough for an ambulance?)

I don't have the various chassis part numbers here, but if you find it and post it here someone will tell you what it started out as.
