Has to be too much pressure- or a surge?

Since the only thing that can push against the end of the gearbox is the piston, which is only pushed by hydraulic pressure anyway, then either way, it's pressure what done it. And even if the piston does not hit, then the end still has the same pressure against it- since that end is used to push the piston back the other way.

Assuming the systems hit the stock stops (why not?), then the gear is made to take that limitation without blowing itself apart.

But then, there is no pressure relieve built into the steering box. In theory, whacking stuff with the front wheels might exceed the capacity of the box with a pressure jolt that could blow the end off. I talked to one equipment operator that told me that one excavator model could make a surge to 20,000 psi and blow a hose. Seemed like it was something simple, like the operators letting the valve handle snap back? Could a plow do that, making a surge to the PS gearbox, and blow it apart? Perhaps a check valve in the plow hydraulic supply line would eliminate that prob? Or another pressure relieve valve in the plow system?
