I don't think you will have much cent. advance at low speeds as you stated in the fisst paragraph, regardless of throttle position. That's why it is cent. advance-- speed responsive.
In the second paragraph, you could have vaccum advance @ WOT depending on where you get the vaccum supply from: above or below the throttle plate.
