Yes, 11.00-16s are calculated with a 38" tire and 9.00-16 are a 36" tire. Keep in mind that the actual speeds will be slightly lower because the dynamic loaded radius is different than the unmounted radius, which is different than the static loaded radius. I don't suspect the values to be off more than 5% though.
