318 Poly, series 3 and some Hemi's used for air raid sirens, were detuned, had stronger heavier rods, different cams, hydraulic lifters, and smaller valves.
As for the DMV, in CA, any motor re-installed into a vehicle must be inspected by a smog station referee and certified as legal before the DMV can issue a registration.
Going by serial numbers and by application charts, they can determine that a given motor was not originally certified for highway usage and decline to issue a registration...so be careful and KNOW the requirements of your specific state.
Getting rejected, AFTER spending thousands on an engine conversion, is not the time to find out...
