the ports above the throttle plates are vaccum ,they represent vaccum at -opposite- thottle plate position if thottle plates (idle) are closed no vaccum above the thottle plates (engine vaccum) will be high 17 to 19 inches at the manifold# open the thottle plates engine vaccum drops (7 to 9)inches in the manifold BUT vaccum increases above the throttle plates then those small ports will HAVE vacum then one will go to the vacum advance the other could go to the (choke brake) or to a (dash pot) depending on the year and application and some did go to the transmission to aid in "kick down" .there were a few years that the vacum lines were very small the line were plastic not rubber and at the lines end there were these rubber connectors that attached the plastic line to a small brass insert as in the base of your carb i think you have a much latter than a "68"
