I've used the electrochemical method on many things with good results, but there's one big catch. It basically only works "line of sight" between the anode (plus terminal) and the cathode (minus terminal, the thing you're trying to de-rust), which means that for interior spaces you need to rig up some sort of anode that will fit inside and will be approximately the same distance from all the surfaces. The parts closer to the anode get de-rusted much faster than the parts farther away. Inside corners are the worst, and that's usually where most of the rust is. I used it on a radiator elbow, using a carefully bent piece of stainless steel tubing fitted inside the elbow with spacers to hold it in place. A gas tank would need a stainless steel sheet held in the middle of the tank, and I don't know how you could get it in there.
