on the distributor the screw that goes into the block is the one you should loosen to adjust the timing. first I would soak the dist with pb blaster or equivalent where it goes into the block. then tap the dist lock plate back and forth until you can get the dist to turn, keep spraying with pb in between attempts. It could be the housing rusted in the block and not just the lock plate so be patient and it should come out. I have never had one be stuck to the point where the dist had to be sacrificed to remove it. Only on GM and ford straight sixes with aluminum distributors, they actuall can freeze in the block.
