There is no way to prevent equal pressure in that rudimentary system, and flow is not pressure, exactly as you have pointed out, because you see flow with the cap OFF, the water doesn't blast out of the cap while you're looking at the flow, so you can indeed have flow without substantial pressure...independent test??? Please....I'll find something better to do with my time, he had a loose freeze plug not a leaky pressure valve on a submarine.....= )
