Looks like about a 6:1 ratio on the first gear, and then about the same from the hub to the final gear - and assuming that the handle had in its original condition about a 2 foot radius length.
If I'm doing my math right, a 200 pound man could generate 14,400 foot pounds of torque with that setup.
Of course with a final ratio of 36:1, your arms would fall off at the joints by the time you could move the rope 1 foot!
